Four-story apartment building proposed at Libbie & Grove
Developer Scott Boyers filed preliminary plans with the city last week for a 22-unit, four-story apartment building on the corner of Libbie and Grove Avenues that currently is occupied by a BP gas station.
According to Richmond Biz Sense, plans call for the 109,000 square foot structure to include about 10,000 sf of retail on the bottom floor, and would be surrounded by 78 parking spaces.
Boyers has not yet filed the for the special-use permit that would be required.
While some nearby business owners welcome the potential for more shoppers and increased parking, the Libbie & Grove Merchants Association opposes the proposed development, citing that it does not meet the current zoning ordinances in the area. Nearby residents also expressed concern about increased traffic in the alley between Libbie and Granite Avenues.

I’ve been a frequent customer of the BP gas station there. The manager there worked on several of my cars. What will happen to them?
