Libbie & Grove Rezoning Discussion Meetings To Begin in Early Summer
Moving forward on the Libbie & Grove rezoning changes after the City Council approved Master Plan Amendments:
On February 13, 2012, Richmond City Council unanimously approved Ordinance No. 2012-8 which amended the Master Plan for the purpose of changing the land use designations for the Libbie/Grove/Patterson area. This approval was the culmination of over two years of work by the community, the Department of Planning and Development Review, and the 1st District Council office to create an updated vision for the area. Councilman Tyler initiated the planning study for this area in response to the large number of special use permits on properties which indicated to him that the existing land use and zoning were no longer appropriate for this changing community. The underlying theme of the Master Plan amendments is to transform the area into a pedestrian friendly mixed-use community. Now that the desired land uses and neighborhood vision are in place, the Department of Planning and Development Review staff will work with the community to craft the proper zoning for each block that has the desired density, scale, and mix of uses. At the same time, the City’s traffic engineers will be conducting traffic studies based on the proposed uses. Every property owner in the study area and within 150 feet of the rezoning will be asked to participate in this process in addition to all of the surrounding neighborhood and business associations and any other interested citizens.
