		<description>My best friend lived with Richmonds rediculous water bills for almost a full year.  When she did move out she canceled her service over the internet as advised by the Water Authority.  They claimed to never have received it and kept on charging her even though she had moved out 2 months prior.  If you are unfortunate enough to live in Richmond, you may need to cancel the service in person and get a name of the person you deal with.  It seems they will go to any means to get as much money from the resident as possible.....By hook or crook.</description>

Why should corporations get a break on wasting water while poor citizens are discouraged from conserving?

		<description>I understand PARTLY why Richmond is structured this way - to be more attractive to those big businesses with big buildings.  BUT they should have a conservation rate to reward those civic-minded consumers.</description>
